Краткая аннотация проекта
В рамках проекта выполнено обновление центральной части сквера имени Вячеслава Малярова - реконструированы существующие пешеходные дорожки, выполнена укладка новой тротуарной плитки, установлены декоративные опоры освещения и малые архитектурные формы в виде лавочек, парковых диванов на подвесах и урн. На территории сквера установлен памятник В. Малярову.
Целевой аудиторией проекта являются дошкольники и школьники 7-12 лет. Вокруг данного сквера находятся образовательные учреждения: МАОУ СОШ №28, 22, 21, МАДОУ Детский сад №№72, 67, 62, 50, 17, 64 (численностью 4298 детей). Через сквер пролегают многочисленные пешеходные маршруты в школы и детские сады, торговые центры.
На созданной безопасной и благоустроенной территории жители близлежащих микрорайонов города могут проводить свободное время, передвигаться через сквер по освещенным пешеходным маршрутам.
Благодаря реализации проекта на территории сквера будут проводиться культурно – массовые мероприятия, что увеличит количество горожан посещающих сквер в свободное время, что даст возможность формировать здоровое, гармоничное общество, насыщенное культурной и социальной жизнью.

Город Балаково является родиной героя майора Вячеслава Малярова, который за проявленные мужество и героизм при освобождении заложников, большинство из которых составили дети, школы №1 в Беслане был посмертно награждён орденом «За заслуги перед Отечеством» IV степени.
В родном городе Героя, бойца подразделения «Альфа» Вячеслава Малярова чтят память о трагедии, развернувшейся в 2004 году в Беслане и подвиге совершенном сотрудниками подразделений «Альфа» и «Вымпел».
На территории густонаселенных новых районов города реконструирован сквер названный в честь Вячеслава Малярова. Через сквер пролегают многочисленные пешеходные маршруты в школы и детские сады, торговые центры. Концепция сквера строится на создании современного благоустроенного пространства, обновленные аллеи выполнены из тротуарных плит в черно-серо-белой гамме, установлены световые опоры в лаконичном строгом стиле, установлены малые архитектурные формы - лавочки, парковые диваны и урны, для комфортного проведения времени на территории. Работы проводились в рамках федерального проекта «Формирование комфортной городской среды» и социального проекта «80 добрых дел» Госкорпорации «Росатом».
На территории сквера ежегодно проводятся тематические мероприятия, посвященные Дню солидарности в борьбе с терроризмом. 3 сентября 2026 года в 22 годовщину трагедии на территории обновленного сквера балаковцы почтили память жертв событий в Беслане и воинов-спецназовцев, отдавших свои жизни ради спасения заложников. Состоялось торжественное открытие памятника В.Малярова, выполнена аллея с памятными табличками с имена Героев подразделений «Альфа» и «Вымпел».
Проведение тематических мероприятий расширит кругозор детей, положительно повлияет на формирование нравственных ценностей и активной жизненной позиции подрастающего поколения, познакомит с историческими лицами родного края и страны.
В рамках продолжения благоустройства сквера запланировано обустройство архитектурной подсветки памятника В.Малярову и ландшафтной подсветки деревьев, высаженных на аллее с табличками имен воинов-спецназовцев. Так же в 2027 году запланировано обустройство тематической детской игровой площадки с установкой игрового оборудования в виде вертолета с гербом подразделения «Альфа».
Brief summary of the project
As part of the project, the central part of the Vyacheslav Malyarov Park was renovated - existing pedestrian paths were reconstructed, new paving slabs were laid, decorative lighting poles and small architectural forms in the form of benches, park sofas on suspensions and urns were installed. There is a monument to V. Malyarov on the territory of the park.
The target audience of the project is preschoolers and schoolchildren aged 7-12. Around this square, there are educational institutions: MAOU Secondary School No. 28, 22, 21; MAOU Kindergarten No. 72, 67, 62, 50, 17, 64 (with a total of 4,298 children). Numerous pedestrian routes lead through the square to schools, kindergartens, and shopping centers.
Residents of the nearby city neighborhoods can spend their free time in the newly created safe and well‑maintained area and move through the square along illuminated pedestrian routes.
Thanks to the implementation of the project, cultural events will be held on the territory of the square, which will increase the number of citizens visiting the square in their free time, which will make it possible to form a healthy, harmonious society full of cultural and social life.
Detailed description of the project:
The city of Balakovo is the birthplace of hero Major Vyacheslav Malyarov, who was posthumously awarded the Order of Merit for the Fatherland, IV degree, for his courage and heroism in freeing hostages, most of whom were children, at School No. 1 in Beslan.
In the hometown of the Hero, Vyacheslav Malyarov, a fighter of the Alpha unit, they honor the memory of the tragedy that unfolded in Beslan in 2004 and the heroic deed performed by the employees of the Alpha and Vympel units.
In the densely populated new districts of the city, a square named after Vyacheslav Malyarov has been reconstructed. Numerous pedestrian routes lead through the square to schools, kindergartens, and shopping centers. The concept of the square is based on creating a modern, well‑maintained space; the renovated alleys are made of paving slabs in a black‑grey‑white colour scheme, lighting supports have been installed in a concise, strict style, and small architectural forms — benches, park sofas, and trash bins — have been installed to ensure a comfortable stay on the territory. The work was carried out as part of the federal project “Creating a Comfortable Urban Environment” and the social project “80 Good Deeds” by the State Corporation “Rosatom”.
On the territory of the square, thematic events dedicated to the Day of Solidarity in the Fight Against Terrorism are held annually. On September 3, 2026, on the 22nd anniversary of the tragedy, residents of Balakovo paid tribute to the memory of the victims of the events in Beslan and the special forces soldiers who gave their lives to save the hostages, on the territory of the renovated square. A solemn unveiling of the monument to V. Malyarov took place, and an alley with commemorative plaques bearing the names of the Heroes of the Alpha and Vympel units was created.
Conducting thematic events will broaden children’s horizons, have a positive impact on the formation of moral values and an active life stance among the younger generation, and introduce them to the historical figures of their native region and country.
As part of the ongoing improvement of the square, it is planned to install architectural lighting for the monument to V. Malyarov and landscape lighting for the trees planted along the alley with plaques bearing the names of special forces soldiers. Also, in 2027, it is planned to create a themed children’s playground with game equipment in the form of a helicopter featuring the emblem of the Alpha unit.
